The Biden Gas Tax Holiday Not Much Help and Not Very Good Politics

President Joe Biden’s gas tax proposal eliminating the federal state highway tax for three months it's certainly getting a lot of press, but it's also getting a lot of opposition.

Interestingly, the opposition is coming from both sides of the aisle.

In many ways, this proposal is another indication of how far out of touch with reality our current president is.

It all boils down to this.

The gas tax holiday provides little benefit to the average person driving for holiday vacations through this period of time, and in the aggregate could cost the country deeply regarding funding for highway and road construction and improvement.

I'm not sure if this is political theater or just simply political stupidity.

In any event, I find myself coming down on the side of those who think this is a bad idea. It looks like there aren't going to be enough votes in all of Congress, House and Senate, to get this useless package converted into law but then one never knows in a political season which way some politicians may decide to turn.

You might want to consider planning your 4th of July and Labor Day events a little closer to home this year in order to save a bit on fuel.

I'm also confident, that an enormous number of Americans will take to the highways, byways and airways both during the 4th of July holiday and the long Labor Day weekend to enjoy some time with their friends and family virtually regardless of how much the fuel costs.

It's just who we are.

Enjoy the holidays with your family and friends and whatever you do drive and fly safely.

Danger Zone Again! Hillsborough County Hands HNTB $700K For Taxpayer Funded PR Campaign Supporting Contentious Political Issue - $18 Billion Rail Tax Referendum

Hillsborough County - you have a problem!

At the June 15th BOCC meeting Hillsborough County staff recommended handing $700K to engineering firm HNTB for a taxpayer funded PR campaign in support of the $18 Billion rail tax on the November ballot. 

The County knows they are treading on very thin ice launching a publicly financed campaign for a political issue - the monster rail tax referendum. 

To cover for this wasteful and abusive use of taxpayer dollars, County staff was forced to repeatedly state at the June 15th meeting the County will comply with State law. County staff was even compelled to state they will have to continuously check with the County Attorney to ensure they are complying with State law. 

This is the same County Attorney who did not warn county commissioners the 2018 All for Transportation (AFT) rail tax had legal issues. The County still owes taxpayers a refund of $562 MILLION of illegal AFT tax dollars unlawfully collected.

The same Tampa Centric 5 Democrat commissioners who put the $18 Billion rail tax on the ballot - Kimberly Overman, Mariella Smith, Pat Kemp, Gwen Myers and Harry Cohen - voted yes for this unethical use of tax dollars for a political issue. 

Commissioner White voted no and Commissioner Hagan, who had just spoken on the previous agenda item, was suddenly nowhere to be found and did not vote. 

HNTB has given $1000 to the 2022 campaigns of Commissioners Hagan, Myers, Cohen and candidate Michael Owen. HNTB gave $15K to the pro rail tax PAC Moving Hillsborough Forward in 2010.  

The $18 Billion rail tax is a boondoggle that cannot be sold on its merits because it forces taxpayers in unincorporated Hillsborough to pay for costly rail and transit in the city of Tampa. The majority of the money will be spent in the city of Tampa and unincorporated Hillsborough will not get the new auto-lane capacity they desperately need. 

The transportation "Open Houses" the County held earlier this year that taxpayers already paid for were a flop. They flopped because the County got caught misleading the public.

Promoting Homeownership as Means to Financial Freedom

There's been little change in the homeownership rate for Black families in 50 years, so some lenders are rethinking their practices to make buying a home more a reality than a dream.

Research shows a 20%-30% gap between Black and white homeownership rates has persisted for more than 100 years, despite increases in Black homeownership in the mid-1900s. Among the many causes today include credit scores averaging around 649 for 60% of African Americans.

Jonathan Leysath, Jacksonville branch manager for Self-Help Credit Union, said they have adjusted their mortgage products to help boost equity in the lending process and be more lenient with buyers with credit challenges.

"The Equity Boost product can go all the way down to a 580 credit score with only a minimum borrower investment as low as only 1%," Leysath explained. "As opposed to like the FHA, which is 3.5%."

Leysath argued flexibility is important because many factors continue to block economic progress for Black individuals. They include the pandemic's negative economic effects and the burden of heavy student debt, which disproportionately affects people of color.

Another possible solution to building equity is for more financial institutions to provide similar programs to help people access more resources.

Crystal German, executive vice president of communications, development, policy and impact for Self-Help Credit Union, said finances often drive talks of disparities and wealth. She pointed out their goal is to create innovative and holistic programs to help people of color develop wealth through homeownership.

"I mean, this is about having a freedom," German emphasized. "And it may not be a physical freedom, but it is a financial freedom that allows people to live their best lives."

The Fair Housing Act passed in 1968, making it illegal for anyone to be discriminated against when renting or buying a home. Before the civil-rights legislation, many Black families were locked out of the opportunity to create generational wealth by purchasing a home and passing it down to their children.

Report Finds Higher Rates of Suicide, Drug Overdose

Older people across the country are dying from drug overdose or suicide at much higher rates now compared to a decade ago, according to the latest America's Health Rankings Senior Report from UnitedHealthcare.

The report found depression among seniors is up 9%, suicides have increased by 13%, and drug deaths among people over 65 have doubled in the last 10-12 years.

Joyceline Fliger, CEO of Elder Care Services, a community-based senior care provider in Tallahassee, said the pandemic only exacerbated the problems stemming from loneliness.

"And there's been additional studies that show that it is as bad for your physical health as smoking," Fliger pointed out. "In every program that we run, there is some component that addresses social isolation and making sure people aren't socially isolated."

While the report showed drug related death among Florida seniors increased by 58%, it also indicated there has been progress in the amount of funding for community supports, a lower prevalence of seniors accidentally falling, and higher numbers of cancer screenings.

Dr. Rhonda Randall, chief medical officer for UnitedHealthcare employer and individual, said social distancing was not easy for many at the height of COVID restrictions, but the toll was heavier for some who were already living alone.

"The risk of social isolation is measuring a lack of meaningful social connectedness among seniors," Randall pointed out. "Things that put you at risk are being never married, widowed, divorced, separated, living alone, living in poverty."

The data in the report also showed positive signs with improvements in flu vaccination, self-reported health status and oral health among seniors across the nation.

Both Randall and Fliger urged people to reach out to the older friends and relatives in their lives, and help them reconnect with their communities and activities.

The Florida State Guard or The DeSantis Private Army?

As Florida Governor Ron DeSantis moved forward this week with his establishment of the Florida State Guard, the democratic opposition began to panic and shout the sky is falling the sky is falling.

Retired Marine Corps Lt. Col. Chris Graham, a Purple Heart recipient and native Floridian, will lead the new Florida State Guard.

The implication is that this so-called private army would somehow infringe upon the rights of Florida's citizens.

As indicated in the article, state defense forces are authorized by Congress under 32 U.S.C. § 109

There hasn't been much clarification other than some generalizations from the Governor and the Governor's office regarding how this new state Guard will be deployed, and it is wise to at least watch for any Charter that is created as a controlling document for the Florida State Guard.

There is no doubt that this move by Governor DeSantis has pushed the buttons of the liberal left both Republican and Democrat camps.

You have to give the Governor a great deal of credit for being able to put his opposition in a clear panic and using state funds to do so.

Don't be too surprised if in the very near future you see some parallels being developed between the January 6th insurrection in Washington asking the question what if President Trump had been in control of an actual standing series of state militias and state guards participating in the events of January 6th?

It's a good question.

For now, the real focus of Floridians regardless of their politics should be the conditions and requirements under which people are allowed to serve in the Florida Guard.

 You can be assured there will be plenty of volunteers from the far right of both political disciplines and a careful vetting process will need to be put in place to ensure that extremists don't end up in operational control of any unit of the Florida State Guard that is ultimately deployed.

Governor DeSantis’ own military background and his tendency towards some irrational decisions are sufficient enough to raise some concerns about the establishment of any paramilitary organization under the Governor's control.

There is no doubt, that the Florida Guard will become an issue in both the primary and the general gubernatorial election here in Florida and if nothing else, it will make a hot button talking point for the entire governor’s race.

Implemented by a Governor, who is a former Navy Seal and led by a retired Marine Lieutenant Colonel, the whole thing seems to scream a little bit more than hurricane support.

The proposed logo also seems to have a little bit more than crowd control in mind.

"ZuckBucks" Related Lawsuit Filed Against Hillsborough County Supervisor of Elections and PR Firm Vistra Communications

A lawsuit has been filed in the 13th District Judicial Circuit Court in Hillsborough County related to the "ZuckBucks" grant the Hillsborough County Supervisor or Elections received in September 2020 - just weeks before the 2020 election.

The lawsuit was filed by Plaintiff Hardam Tripathi on May 25, 2022 against the Hillsborough County Supervisor of Elections (SOE) and Vistra Communications, LLC. 

The entire Complaint (case number 22-CA-004366) can be found here. The Complaint is in the first 24 pages with pages 25-173 as Exhibits. The Complaint is focused on Florida Sunshine laws as the case Introduction states:

This is a case about the public interest, and specifically, about the need for transparency in the operations of government and in the conduct of public elections. Plaintiff's Complaint asks only that Defendant, Vistra Communications, LLC ("Vistra") make available to Plaintiff's inspection public documents made transparent by Florida's public records law. 

We reported herehere and here that in 2020 Hillsborough County SOE Craig Latimer took $2.9 Million of "ZuckBucks" funneled through the highly partisan nonprofit Center For Tech and Civic Life (CTCL). Latimer handed $2.6 Million (90%) of his "ZuckBucks" to marketing and PR firm Vistra Communications to launch a GOTV campaign.  

Latimer never told the public about his $2.9 Million "ZuckBucks" nor how that money was hastily spent in the last 5-6 weeks leading up to the November 2020 election.

 In this case the Plaintiff had made public records request to the SOE that included requesting records "directed to Vistra as a "Contractor", acting "on behalf" of a public agency" pursuant to section 119.0701 Florida Statutes. But Vistra has refused to produce any documents beyond what had already been produced by the SOE."

 In this lawsuit, the Plaintiff seeks "an affirmative injunction requiring Vistra Communications, LLC to immediately produce all documents responsive to the Request that are in Vistra's possession, custody, or control or which Vistra had a duty to maintain under Florida law; and assess and award against Vistra Communications, LLC all Plaintiff's reasonable costs of enforcement of this action, including reasonable attorney's fees; and such other relief that this Court deems just and proper."

 CTCL had never raised more than about a million dollars in any one year until Mark Zuckerberg handed them $350 million dollars in August 2020 to funnel to local election officials. CTCL was not staffed to handle such a large amount of money dropped in their laps and hand it all out in such very short time before the 2020 election. 

 CTCL could not staff up in time and it appears CTCL used other partisan organizations to do solicitations for them. From Exhibits 4, 5 and 8 included in the lawsuit, such solicitation appears to have occurred with the Hillsborough County SOE.
