'Don't Say Gay' Proves Challenging for FL Students, Teachers

Despite being aimed at children in kindergarten through third grade, Florida teachers say what's often referred to as the "Don't Say Gay" law has struck fear in teachers and students of all grades.

Billed as an effort to give parents more control over the types of instruction allowed in classrooms, the Parental Rights in Education Act prohibits classroom instruction about sexual orientation or gender identity up to the third grade. But since it went into effect in July, Erika Houvouras, a high school English teacher, said the law has done nothing but cause stress and confusion for all.

"I have had students come to me and say, 'Hey, we've been told that if we ask you to call us different pronouns, you have to tell our parents.' And you know, 'If you see us in the halls with someone of the same gender, you have to tell our parents'," she said. "And I tell them, 'That's never going to happen. You don't have to be concerned about that with me.'"

Houvouras said in group chats with teachers across the state, they're all concerned. Some tell her they're doing their best to make kids feel more comfortable, while others have gone as far as removing portions of literature they would usually cover, and limiting class discussions because they're concerned about "getting in trouble."

Houvouras said she hasn't seen a single message from district leaders on how to navigate classroom discussions - especially when kids are the ones driving the discussions and asking for explanations, including about the debate around the controversial issue.

"The more strident parts we were hearing have been dialed back a little bit in the actual verbiage of the bill, but there's still that concern there," she said. "There's an obvious effort to limit the acceptability of a community of people - which my students do not feel OK with, at all."

She said the law has sent shockwaves that extend far beyond limiting class discussions for younger kids. Most of her students are either 18 or close to it, she said, and if the topics of gender identity or sexual orientation come up in any literature and her students ask questions, she expects she will continue to answer.

Environmental Groups Fight to Stop Mine Near Okefenokee

Environmental groups are calling on Georgia's Environmental Protection Division to reject permits to build a titanium mine near an intact freshwater wetland system known as the Okefenokee Swamp, which extends into Florida.

The up-and-down battle to protect the Okefenokee National Wildlife Refuge has perplexed many because of new murky U.S. wetland policies formed under the Trump administration. Ultimately, Twin Pines Minerals Company successfully sued the U.S. Army Corps of Engineers, which dropped its federal protections of the swamp in a settlement.

Christian Hunt, Southeast program representative for Defenders of Wildlife, said he was shocked to see the Corps flip-flop, allowing the mining company to move forward with plans to mine on more than 500 acres at the edge of the largest U.S. National Wildlife Refuge east of the Mississippi, if it gets state approval.

"We think this is an inappropriate neighbor," Hunt asserted. "It's an inconsistent land use adjacent to this world-class wildlife refuge, and dozens of scientists have voiced such sentiments, so we're following science in that regard."

Twin Pines Minerals maintains the mine "poses no risk to the environment," and is fighting back claims from scientists the mine would "drain the swamp." Georgia's environmental division announced it will continue considerations and the public will get to weight in soon. Updates will be announced on the division's website.

The mine has received bipartisan opposition even from agency scientists. In 2019, the Fish and Wildlife Service said the proposed mine could pose "substantial risks" to the swamp, including its ability to hold water. Hunt said the mine poses a great danger to the swamp's Trail Ridge, a high ridge of sand running from Starke, Florida, to just southwest of Jesup, Georgia.

"Essentially like an earthen dam to the Okefenokee," Hunt explained. "It's very important in maintaining, influencing water levels in the swamp in the fears that, should mining operations break ground here, they would essentially destroy the Okefenokee's ability to sustain itself."

The refuge covers nearly 630 square miles and is home to alligators, bald eagles and other protected wildlife. The U.S. Fish and Wildlife Service, which manages the refuge, estimates the swamp draws around 600,000 visitors each year.

Experts Urge Checkups for Florida Kids, Including Mental Health

Experts are reminding parents to schedule time to get health screenings for kids - and to also think beyond the basic back-to-school physical.

There's so much to think about for safeguarding kids' health, and Dr. Candice Jones - a board-certified, Orlando-based pediatrician - said parents should enlist a doctor's help so they don't have to navigate any health complications alone.

Jones said a doctor can help with monitoring mental and behavioral changes for a child who's had a difficult time through the pandemic. She said a wellness check should be comprehensive.

"That maybe parent don't think about to make sure things are being done," said Jones. "'Have you seen the dentist? Have you had an eye check? Are you going to play some sports? Oh, we need to do a sports pre-participation clearance for that as well, which would also require a cardiac screen if you're at the middle- or high-school level.'"

A pediatrician can also ask questions specific to a child's age to make sure they're at a healthy weight, with good nutritional support. Jones added that a simple health checklist includes making sure a child is up-to-date on their immunizations, including flu and COVID-19 vaccines.

Experts also urge parents to not overlook kids' oral health. Dr. Donna O'Shea - national chief medical officer for population health with UnitedHealthcare - said routine dentist visits, and making sure teeth are being brushed twice a day, is the best way to keep smiles healthy and bright.

"Tooth decay is largely preventable, but unfortunately it ranks as the most common chronic disease among children," said O'Shea. "In fact, by age five, nearly 50% of children have at least one cavity."

Other recommendations include scheduling a comprehensive eye exam and a hearing test.

O'Shea said it's important to use ear protection at sporting events or concerts, and to follow the "60-60 rule," which means limiting the use of earbuds or headphones to no more than 60 minutes, at no more than 60% of the player's maximum volume.

Martha’s Vineyard - A Day that May Last a long Time in Political History.

As the storm continues to rage around Governor DeSantis’s decision to export immigrants from Texas to Martha's Vineyard, the early outrage seems to be focused on the immigrants and their treatment.

People on both sides of the political aisle and from almost every area of the political universe are weighing in on everything from the morality of the event to the political expediency of the process.

There's a lot to what has gone on regarding Martha's Vineyard. It has an almost unbelievable number of moving parts.

This whole debacle has all the attributes of an incredibly riveting novel or movie. However, there are several questions that I haven't heard posed yet so I thought I would raise them here:

Whose idea was this in the first place? Did it originate in Texas? The governor of Texas has said no.

Did it originate in Florida? At this point, nobody knows.

How or by whom was the Texas/Florida connection made?

Who rounded up the immigrants in the first place?

Who made the decision to take them to the airport and turn them over to whoever was responsible for flight operations?

Who coordinated the transfer of funds to pay for all of this?

Was any money paid to anyone in Texas to coordinate this plot?

Like I said above: there are a lot of moving parts here!

Governor DeSantis by himself, or with the assistance of his closest advisors, either willingly participated in this event or were duped by somebody they trusted.

Governor DeSantis is no dummy. It is almost impossible to believe that when presented with this plan DeSantis could not have anticipated most of what has unfolded in the press, from some of his closest supporters, from immigration activists and the list goes on.

Several people have already called for an investigation by the Justice Department, and I for one think that is fully warranted.

There are enough legal violations encapsulated into this problem alone that make it worthy of a full-scale federal investigation and an investigation in Florida by the Florida Attorney General and in Texas by Attorney General Ken Paxton.

Anyone from DeSantis right on down who violated any law or committed any crime should be prosecuted to the maximum extent of the law.

Think about it this way. The next plane load of people the DeSantis decides to pack up and ship somewhere could well be teachers, preachers, or members of the opposing political party that don't agree with the governor's political dogma.

I would suspect the destination of that flight will not be nearly as pleasant as Martha's Vineyard.

Experience Florida's Elections Process From Within as a Poll Worker

Voting is one way to play a pivotal role in Florida's electoral process, and another way is by being a poll worker to help ensure elections are administered fairly, efficiently and according to law.

There is an ongoing need for election poll workers just like the people you have seen taking your ballots during the Aug. 23 primary elections.

Lanelle Phillmon, president of the Jacksonville/First Coast League of Women Voters, said from verifying someone is a registered voter to providing instructions on how to properly cast a vote, her experience as a poll worker is seeing how often county supervisors, including hers in Duval County, have to train and prepare each worker for the job.

"Even those of us who just worked on August 23, if we're going to be poll workers for early voting or Election Day in November, we will actually go through training once again," Phillmon explained. "Just want to make sure that anything that may have changed with Florida statutes or voting laws or election processes, that we're up-to-date on that."

Needs for staffing at the polls vary by county, so anyone interested can contact their supervisors of elections for applications to be a paid poll worker. Also, a coalition of businesses and nonprofits, launched the website powerthepolls.org to make it easier for anyone to sign up for accurate poll worker information across the country.

Phillmon pointed out for those skeptical about the elections process, being a poll worker is the best way to see for yourself, get trained and be able to share with friends and family firsthand about the integrity of the process.

"I would encourage them to not only attend a poll-worker training, but I would encourage them to come out and actually participate and become an election worker," Phillmon urged. "You really do get to see what it's like, what the process is, how the equipment is used, and you get to see the entire process, but you're seeing it from the inside out."

Poll workers are chosen to work a specific election by their availability, skills and willingness to travel. The number of poll workers for each election is typically determined by the size of the election and the expected voter turnout.

Standard duties of poll worker include being a clerk, who guides voters standing in line; a marshal, who calls for the opening and closing of polls; a poll inspector, who runs the polling location; and a judge, who provides backup support for the poll inspector.

Mayor Ken Welch…Not Quite Ready for Prime Time

Here is a quote from former Saint Petersburg Mayor David Fisher following his reelection after the passing of the Saint Petersburg charter change adopting the strong mayor form of government instead of the council manager form of government that had been in place for decades in Saint Petersburg.

 Quote, “If I'd have known that the resolution was going to pass, I probably would not have run for mayor.”

What that change did was effectively change the role of the Saint Petersburg Mayor from a largely ceremonial responsibility/policy maker to a role responsible as a chief executive officer for a major corporation.

I didn't think Ken Welch was going to make a particularly good mayor for Saint Petersburg, and you can follow my line of thought by checking the two links below.

The reality of Welch’s ability to effectively lead an organization the size of the city of Saint Petersburg began to become apparent with the recent resignation of Janelle Irwin Taylor the city's communications director.

Irwin cited bullying on the part of Welch’s appointed Deputy Mayor Stephanie Owens.

The whole messy little incident unfolded, and you can follow the progress in the reporting below from the Saint Petersburg Times.

Mayor Ken Welch defends former Deputy Mayor Stephanie Owens amid allegations

In politically correct form, Deputy Mayor Owens offered her resignation effective almost immediately.

Welch fumbled and bumbled his way through the event. You can follow the progress in the last link just above, managing to frustrate almost everyone involved and including most of the employees of the City of Saint Petersburg not to mention the editorial board of the Saint Petersburg Times.

Welch’s ultimate solution at this point is to eliminate the Deputy Mayor position and replace it with a Chief of Staff.

The mayor currently has a City Administrator to handle day-to-day operations of the city, which, by the way, are supposed to be handled by the mayor, and now apparently, he's putting this chief of staff between the mayor’s office and those who work for him.

All of this is just a reflection on how ill-prepared Ken Welch was to be Mayor of the city of Saint Petersburg and a strong mayor form of government.

As a retail politician at the County Commission, Welch, who followed most of the rules except those he didn't like(term limits), was in a policymaking role where he bore little if any responsibility for the implementation of the things he dreamed up.

He woke up the day after the election probably not yet realizing that he was the chief executive officer of an organization with a multimillion-dollar budget and over 2000 employees.

Under the old form of government as a ceremonial mayor Welch would have been a great choice. He's very good at politicking, glad handing, schmoozing, and pontificating when he doesn't have any direct responsibility for making anything happen.

As the new mayor, he is literally the place where the buck stops. All his administrators, department heads, chiefs of fire and police look to him and report to him as their direct report and their leader.

Selecting a campaign operative to place in a key role is a classic example of not knowing what you're doing.

If this new chief of staff turns out to be a Welch crony, a cultural pick, a lackey or some other non-experienced political misfit, this whole unfortunate series of events will just repeat itself.

If Welch is going to hire a true chief of staff, he needs to do a nationwide professional recruit, find somebody who's experienced in managing a government, and the staff related to the size of or maybe just slightly larger than the city of Saint Petersburg put them in place and let them do their job.

Welch is just trying to set himself up in the position to be the ceremonial mayor and have a group of unfortunate individuals whom he can blame every time something goes wrong.

I spent 24 years, most of it in the management team, working for the city of Saint Petersburg. It's a great team of people. They do a good job of managing and taking care of a wonderful city when they have a competent leader.
