Each year PSTA Board Members are asked to complete a formal evaluation of the PSTA CEO Brad Miller. 

This Series gives the detailed evaluation by each PSTA Board Member.

1. Organizational Leadership
Rating for this category is a scale of 1 (worse) to 5 (best).   SCORE:   4

COMMENTS:  Works well as an Administrator. Good One-On-One skills. Tremendous industry knowledge and experience.

2. Future Opportunities & Investments
Rating for this category is a scale of 1 (worse) to 5 (best).   SCORE:   5

COMMENTS:  Brad worked very hard on the unsuccessful Greenlight Pinellas initiative. We are members of an international bus benchmarking association.

3. Policy Development & Strategy
Rating for this category is a scale of 1 (worse) to 5 (best).   SCORE:   4

COMMENTS:  Strategy for the Greenlight Pinellas program obviously could have been better, but we could not have have anticipated the strategy of our opponents or the sentiment of the uneducated voters.

Our new strategy is adequate, given the funds we will have to work with, but there is no
opportunity to really develop an effective long term strategy other than survival until the
sentiment of the populace changes.

4. Policy Implementation
Rating for this category is a scale of 1 (worse) to 5 (best).   SCORE:   4

COMMENTS: Brad is very effective in communicating and implementing our policy.

5. Working Relationship with the PSTA Board (As a Governing Body)
Rating for this category on a scale of 1 (worse) to 5 (best).   SCORE:  5

COMMENTS:  Brad is very effective in one-on-one relationships with Board members, and with the board as a whole.

6. Working Relationship with Individual PSTA Board Members
Rating for this category is a scale of 1 (worse) to 5 (best).   SCORE:   5

COMMENTS:  Brad is very effective in one-on-one relationships with Board members.

7. Financial Resource Management
Rating for this category is a scale of 1 (worse) to 5 (best).   SCORE:   4

COMMENTS:  Brad is very cognizant of financial and budgetary issues. He did get ambushed on the issue of bus advertising for Homeland Security, but that was resolved.

8. Human Resource Management
Rating for this category on a scale of 1 (worse) to 5 (best).   SCORE:   4

COMMENTS: This is a moving target because of union issues. It is virtually impossible to keep a perfect score on this category.

9. Community Leadership & Relations
Rating for this category is a scale of 1 (worse) to 5 (best).   SCORE:  5

COMMENTS:  Brad is constantly meeting with Boards of various organizations, community and political leaders, as well as others to develop good community relations with the PSTA marketplace.

10. Project Management
Rating for this category is a scale of 1 (worse) to 5 (best).   SCORE:   4

COMMENTS: PSTA has many ongoing projects in various stages of completion at all times. Brad keeps on top of these projects through staff meetings, reports, and hands on project management if necessary.
